Mattel i think would be teh hardest to actually say, especially in light of OP's picture. Their dinosaurs can also be fudged up without anyone really saying that they're wrong or bad, because they're fictional.
We know that Mattel has an exclusive contract with 4 Horsemen, but they're pretty weak on humans. Their strong point are monsters and such and Mattel being as cheapass as they are, severely handicaps how good they can be.
Even with 4H's own toys, you can see Mattel's cheapassness rubbing off on them with how they reuse molds far too much. So a lot of characters are just too buff and out of scale looking, even looking very samefag. Teens especially don't look like teens.
Figma/Good Smile has great tier sculptors, because they're limited to mostly just cartoony figures. They can match styles usually, but with realistic humans rarely. Sentinel and Medico i would put in this tier as well.
Every other Japanese company i would put below these. Bandai misses a lot with both anime and realistic. Revoltech/Kaiyodo does as well.
Companies like Jakks, Jazwares, and other less /toy/ known ones don't have god tier sculptors.
McFarlane, NECA, and Mezco are one trick ponys, i think. They select what they do best and excel at it. So they're limited god tier? McFarlane has tried to branch out with anime and cartoon figures, and it ranges from ugly to amazing.
I think DCC has god tier sculptors. Their realistic humans are spot on. They're able to adapt a lot of different comic styles into 3d extremely well. Because of this, i'd say they're better than Hasbro, BUT it's mostly because their budget is higher than HAsbro's, so more unique molds are made.
