Almost all Marvel characters have their official heights listed somewhere and they're kept in an official bible of sorts over at Marvel, in order to keep the characters consistent.
Yes, art does exaggerate their features for dramatic effect, but the fact remains that characters like Cole is supposed to be 6'0 and so is Skullbuster.
When they're 7" tall, it's going to be noticeable compared to other characters in the line. Hasbro overusing their molds leads to some disappointing figures, especially if you want them to interact with other lines that actually strive for accuracy, like Toy Biz's MLs, DCC's Icons line, and even Mezco's One:12 figures.
