Yeah, they do look a little more impressive "built" together into one bigger base instead of two small ones, but there's literally no actual change in the overall build. The individual sets don't give out any outward appearances that they're intended to be combined, thus the opportunistic part of it. I can't recollect any sets in Lego's history where they had a real combination build from separate sets; if someone can point me in that direction I'd be interested to see that. Sure, Lego does have the Creator line with the emphasis on at least 3 different builds within one set, but to my knowledge they're all standalone.
Chinese Legos are putting out sets on the regular where one of the main draws is a combination build out of all the sets, but it's an actual new build, rather than just sticking all the smaller builds together. They can be hit or miss as to which is better, the original builds or combination build (sometimes they're both lame), but at least they're trying, and some of them are pretty good. Mega did something like this in their Halo line, providing the instructions to combine their Battlescape sets with others for alternate builds. I'd like to see Lego take a stab at this sort of thing, but it feels like they've long abandoned the idea of offering alternate build ideas in general, outside the Creator series of course.
