Can't really blame him for it, since it'd be one of those pain in the ass details to include in every scene
Most high-end artwork, even the stuff not made by Toriyama seems to include the soles and lots of other merchandise figures have it as well
I'm sure Bandai was probably more worried about possible reuses for the boot mold than being accurate or in line with a lot of the promo material that's out there, though
