Even his origin run took way to long to get going and too much was gifted to him like his costume and web shooters and then there's the matter of his venom blast. In terms of personality he's literally Peter without the actual moment of pathos and subsequent character development that would grow to define him (Great power, great responsibility yadda yadda) and from there he was just another generic teen hero with no clear identity beyond Bendis trying to get us to think he was great.
I think the biggest problem though is that he was rushed out too fast. Grass hadn't even had the chance to grow on his Pete's grave yet and he was already being shoved down everyone's throat. I won't get into how that's disrespectful to your established readers but I think it really was a wasted opportunity to show a world without Spider-man and establish why his world needs one. Imagine if instead of Miles being an immediate successor we got a "War of the Spider-men" or "Battle for the Webs" in which a whole bunch of upstart successors tries to take over the mantle for their own reasons, some of which less than heroic. So instead of just telling us why Miles is great we would see him have to content with this and actually earn the mantle. Show him grow and treat the legacy with respect.
