You can see that Arcee has an open socket, why soundwave doesn't is beyond me. Because of this, he can only barely move his legs outwards.
The knee limiting spurs you mention could have just been put on a hinge joint to allow them to articulate and accommodate a deeper knee bend. His neck, same with the hips could have been simply solved with a more open joint. He's so frustratingly close to being great, it's almost painful that there's a handful of articulation quirks holding him back.
