In fact, they designed her that way (same hairdo and all) to troll people into believing that she was Artoria when she was first revealed. Takeuchi draws Nero like an Artoria with sharper and longer eyelashes, and Wada's Artoria is pretty much serious Nero as seen in Extella, so when drawn by the same person they're pretty much clones.
And I know that the female characters of these two artists always have pretty much the same face, but in this case the resemblance between Artoria and Nero was intentional.
