In the show his face was blacked out when the hood was on, so rather than sculpting a head for that they just painted his helmet black. That doesn't change the fact that it's being sold as a civilian Andros, the labeling and box art makes that very clear. And if they're willing to sell a civilian version of a non-MMPR character you bet your ass that they'll be selling MMPR civilians.

You must live in a backwater shithole with low foot traffic if your experience differs. Either way though, Zordon and Alpha have been made in the original line, the 2010 line, and Imaginext, so they have had fair representation. Bulk and Skull have only ever had 2 inch non-poseable figurines, their first proper action figures will be a big draw.
