If they scaled up the whole warthog for the Chief to fit in comfortably, the marine would look tiny in the seats, he already has to lean forward to reach the steering wheel.
Also the turret doesn't rotate 360 unless you remove it to rotate it further. It seems like they put a foot stool that blocks it from rotating all the way.
Having Chief not really fit can atleast be explained away that the UNSC equipment would be scaled to the normal sized marines since they're the bulk of the fighting force, and not the extremely elite spartan(s) that is left after getting almost wiped out.
