It has to do with both that and using a more striking color that emphasizes the form of that area while using gunmetal that de-emphasizes other areas ex. the forearms look thinner or you least think that's just armor and the upper arm is near bare. The shoulders are what they are but a robot having huge shoulders can be very much just a stylistic choice. Dark azure is a very loud color.
