Gonna be honest, I miss the days when they had very little reference material for background characters and basically had to make up most of the costume. If Arleil Schous had been made in 2006 he would've at least had a holster or something. This looks like a guy at a ski resort put on a wolf mask, and yeah that's basically what he looked like on-set but there's a reason Lucas hated this guy enough to cut him.
