They also aren't retarded, just single minded, which is far worse. You don't pay this many high-profile people to write scripts and treatments just to toss it away and start over. These are executives who invested money into something and desperately want to make something back from it. They'll soft reboot the franchise because their material is reliant on the last 5 films even though they barely have continuity with each other.
They aren't thinking about how to make the best story that takes advantage of the lore and the fun things you can do with transforming robots, only how to turn focus testing into the most profitable product that will push the most merchandise. Ironically, they won't even consider working with the toy designers to make the merchandise good looking because all the big blockbusters have stupidly expensive and incomprehensible CGI and so Transformers must too.
