If they don't transform, then they would be bland robots. Also, aren't those products only popular with the hardcore collectors? Everyone keeps saying this line is for casual collectors and such.
Also, I realize this is all just my opinion that they aren't interesting without the transfoming aspect though. My concern was that the money was going to be split between these and normal Transformers, but someone clarified that that's not the case. So, yeah
