Artist/designer is Oraingen, the people releasing it as a figure seem to be 'SES' (Salvage Create Satisfaction), and the dragon gal is currently just concept art atm (she may be planned to be a statue and not a figure, though she apparently has multiple 'forms' along with a bunch of Oraingen's other characters that may become a figure at a later point).
