Mighty and Ray for some reason have models just for merchandise, but yeah Mecha Sonic and some other classic ones were done from scratch
I assumed they weren't allowed to make their own models for modern characters but it's probably because they haven't gotten to the obscure ones yet, maybe that will change

they could do classic characters, the only problem is that none of them have current official 3D designs so they'd need to be made from scratch
mighty and ray were the exception because the were the only new characters in mania plus
