Licenses that have seperated the world through regions have been around since at least the 80s, when Hasbro used to sell its own licenses to other companies to sell their toys in other countries.
Nevermind you're talking about completely different markets where Hasbro doesn't have teh license for. Diamond and Mezco have the US licenses for Marvel collector toys, not Hasbro.

And even there there's different licenses for the type of collector toys, like dolls and statues, etc.
