Masks and costumes, both generic and licenced from costume companies, that can be sold in little sets or with generic figures that are either kitbashed from already existing figures, or make a whole new figure that can be easily reused in something.
These could be trick or treaters, party goers, or just victims for your other guys. They could even make a a small costume shop playset.
Some masks can get really creative, and would make great toys.
