It might just be companies not wanting to commit to a franchise with character designs like this. Yeah, they could just stick to human characters, but the roster of sellable figures are pretty limited to Leon, Chris, Wesker, Hunk, Jill, Claire and Rebecca. Maybe Barry since he's a fan favorite but ain't no one but me is going to buy a Sheva, Josh, or Jake figures.
