Despite the usual Jakks painting problems, miscolors and simplificated detalization this is really interesting figure.
His head is too smal to fit with 4' line. But body is ok.
Surprisingly his head is also barely scales with Jazwares 3.5' line but still works.
Obviously his head intended for 2.5' line.
Interesting thing about his body is that it will works with any scale. He's canonically bigger that 2.5'-3.5' Metal and the same height as 4' one.
About his head. The main problem with Neo Metal is that he's never got official 3d model, only fan made ones. It was changed in the past year with Sonic Speed Simulator. So now you can just 3d-print his head with the right proportions to fit with 4' line.
