Why? Because of the promotional pics. They can't showcase Burter without Jeice next to him and Jeice can be showcased with Ginyu since he has enough scenes with him. Recoome is one of the most popular and the one we've seen the most in action. Guldo in last position because it's certainly the least popular and he would be the only one missing to complete the Tokusentai.
