>>7775470 put it nicely, in-story they were sadistic but very competent monsters and the first (or second if you count the Kal) team of canister villains with actual personalities. They were also suprisingly competent, with even the resident battle-happy musclehead being extremely clever (Reidak).
They kind of remind me of Leto's Joker. In-movie, for what little he appeared, he came across as callous, not a cringeworthy "gangsta" at all, and even wore some cool outifts from the comics. But due to the shitty way the movie was handled all people will remember is memes and all that horrendous stuff with Harley.
