The lego manta ray was first introduced in the Divers line a year before they appeared in a couple Aquazone sets; the shark had been around for several years already thanks to the Pirates theme and while the octopus was introduced with the Aquazone sets, it has a (borderline ridiculous) possibility of being alien in origin.
In keeping with this hypothesis, consider the 1999 Gungan Sub set comes with a manta ray which certainly isn't found on Naboo. Rather than go to the trouble of creating a more appropriate aquatic creature mold they probably just tossed in what was most suitable from what was already available as filler for the set - the sub itself resembles a large ray so there's that reason as well.
One last thing, the Stingrays are clearly not normal "humans" - it's possible they could mutations/engineered to be more at home underwater but they still wear diving gear including an enclosed helmet. While there doesn't seem to be airtanks as part of their equipment, details on the front of their helmets could suggest an advanced rebreather technology.
Tl;dr there's sufficient evidence to support the idea that the Aquazone is on another planet, and that's without considering the prototyped but never released Seatron and "sea people" sets that were clearly designed to tie into Space (note the exotic hammerhead shark-like creatures).
