The few that don't are from movies before 2000 and partial 90s, because they realized that they could really cash by making them look more like the actors.
So Hasbro already has the likeness rights down pat with pretty much every property they have.
The reason Chris Evans doesn't look like Chris Evans is the same reason that Figuarts doesn't look like him either, because Chris Evans is a very generic white guy who vaguely looks like other generic white guys.
