I don't think Mattel is a very good company overall, and sure, someone probably could have done a better job, but I'm struggling to think of who. During DCUC's heyday (2008-2012), the only other real choice to handle a big superhero license like this was Hasbro. And at that time, Hasbro has JUST gotten hold of the Marvel license, and were making some pretty bad toys honestly. In 2012, when DCUC died, they were still reusing old bodies with those awful ball-hinge hips. I don't remember Legends getting really good until 2014, with the Amazing Spider Man 2 line. So I don't think Hasbro would have done such a great job either.
Mattel had their missteps for sure, but they managed to produce a massive catalog of figures, with many obscure characters represented, entire squads completed, and some truly amazing BAFs (Metallo and Chemo still command space on my shelf). It wasn't perfect, but it was nowhere near the flaming garbage heap you seem to be claiming it was.
