I think the limit for MP releases has been drawn at MP-10's MSRP of 22000 yen or so. Ultra Magnus and Star saber, despite being much bigger, cost less at around 18000 MSRP. Optimus has the giant trailer, sure, but it's not that complex. We know MP Ultra Magnus' budget was reigned in since Shogo Hasui had issues designing it with the budget he was given.
I think any of the MP options on the fan poll where going to be limited to a certain budget, hence why Star Saber feels kinda cheap. Its a good thing Fort Max didn't win, because we'd have probably gotten a Fort Max that was Ultra Magnus sized.
