1. To prove they're not just going to do the main characters and abandon the line. They wanna get to every character someone out there might have liked from their favorite obscure ass episode. They try to throw in a "what the fuck" character in every wave for fun / for the hell of it. They're made to order, so shelf-warmers aren't a thing they need to worry about and they can do whatever character they want, and they're trying to prove that.
2. They thought it would be cool to do a character never done as a toy before sooner rather than later, and the main company guy's favorite character is Mumm-ra, so fuck it, he's going to recreate this scene for his favorite character while he's there making the "crazy character" choice for the wave.
