If you watch the She-Ra cartoon, Mantenna seems one of the most important of Hordak's subordinates, after Shadow Weaver. Yes Hordak abuses him, but he's always closer to the center of power than anyone else but Weaver and possibly Catra. Grizzlor starts out as Governor of Beast Island, then seems to get demoted. Scorpia also interacts less with Hordak, and seems to be local nobility given a military commission just to coopt her into the regime. Rattlor and Tung Lashor are called "Lieutenant" and seem to be as low in the pecking order as you can get without being a robot or Corporal Romeo. Ditto Leech.
Then there's the position of "Horde Scientist" (Modulok, Entrapta, at least one Filmation OC), which is pretty important but not treated as part of Hordak's inner circle like Weaver/Mantenna/Catra.
