I had both and they worked together marvelously even though they were different locations. I still have Emperor's boat put together too. However, the set I've always wanted (but never owned) was Scorpion Palace. My instinct would say that set is the best but I haven't actually ever looked at it in person. So my opinion on the set is notably skewed/flawed.
