Spawn III tends to sometimes go for over $20ish dollar prices so is one of the more popular of the earlier figures and is thus harder to get cheap.
I would also add:

-Gatekeeper
-Techno Spawn wave's Cyber Spawn
And 2 others straddling the lines as far as 'low cost':
-Curse of the Spawn (this one can sometimes get into the $20s, usually not lower)
-Cyber Manga Violator (is somewhat large and can also get up there into the high $20s or more with shipping, usually did not see him lower unless it was open/damaged)
