IIRC, Revoltech has made the most number of units; both from the original series, and rebuld movies, as well as a few expanded universe units. So if want more than just 00, 01, & 02 that's something to consider.
Also the last time I checked, you could get the original releases of the Mass Production Eva unit for around $14 a pop on Mandarake. If you wish to army build those it won't be too painful.
