The only thing not verified by the picture is the price claim, but if it comes with everything the Heroes figure does, plus the egg, slime, and BAF piece, and a license to pay for on top of that I don't see why it wouldn't be more than a Breakout Beast. (Not saying I'm happy about that, just that it makes sense.)
