>>8367240>>8345642There's plenty of ways to do it, but using liquitex gloss medium over a blue / greenish ocean color paint is probably the easiest method. You can make breaking waves with rayon.
Avoid those mig ammo products, all they do is repackage and relabel common art supply products like liquitex and sell them for more money. You can get a massive gallon bottle of liquitex gloss medium that will last you forever for cheaper than mig's products. They also have heavier liquitex gloss and thinner stuff as well for various applications, you can built up a wavey base for your paint using gesso, shape it before it dries into various wave forms, or you can create an actual base from styrofoam or pink insulation foam and shape that with tools or by using a lighter to shape it with heat.
