They're businessman and they will accommodate as much as they can as long as there's reasonable profit margin within reasonable time. Leaving money in advance even when there is no pre-order is a sure way to secure both a contact as well as the desired product.
TL;DR: Talk to your nearest / available local retailer for an arrangement if you failed to secure a desired PO from online retailers...
