The movies went into production very early on, I believe they were officially announced at the end of 2001, so most of the '03 sets were far from finalized when they made the movie models. That's why the Matoran in the movies have the Slizer-type limbs like the '03 Matoran prototypes and why the Gukko, Pewku and Ussanui sets were based on the movie designs rather than vice versa.
