To TF fans, he turns from a non-combat jeep into a dumpy robot; the fact that he looks like Wayne Knight isn't going to be much of a selling point, especially if people haven't seen the movie and don't know the character. From the JP side, seeing Nedry as a robot might be worth a chuckle, but nobody's going to want him unless they can recreate his death scene, which requires Dilophocon. It's the reason most modern JP toys sell the human figures bundled with at least one dinosaur figure - they learned that the humans typically don't sell well on their own.
