It's possible the DiC team was just big fans of Latta's Cobra Commander as he is the only voice actor they kept from the first series for the entirety of the run, dropping the other hold over VAs after season 1. And CC was used a lot in the DiC series taking center stage several times. Makes me think the story teams went "But you already have a Cobra Commander at home" when Overlord was being pitched.
