The round things is in Hound's design because the design is based on the toy artwork, which had the wheels on the side of the legs, but the wheels were small in the art so they made it small in the cartoon design.
Pic related is from EP1 and EP2 of the cartoon.
In episode 1, it works much like the Hound MP where the black round things aren't the wheels and the wheels hide in the legs.
In episode 2, it transforms into the wheels.
So if we're going by cartoon accuracy, MP Hound is cartoon accurate for More Than Meets the Eye part one but features fake parts for More Than Meets the Eye part two.
