He caused MASSIVE havoc and deaths(?) and it took also-time-travelling Hot Rod and co to beat him once, and reality tearing itself apart (because Cyclonus died 20 years before he was created) to defeat him.

Regeneration One has a brief bit of time travel as well. Marvel UK and RG1 (even though it follows US continuity) are well worth the read for any TF fan. And my fave bits are the time travel ones.
Roberts' Eugenesis novel set in Marvel UK during his UK fanfics days is also hands-down his best work, but it's like, 300 pages of text.
