other companies do it all the time. Disney Doorables, Kinder Eggs, what was the thing with the tiny objects with faces? Shopkins. Dare I say Funko? many many molds. Lego themselves have done molds. 1-off. only in that one set.
it's a case where the argument sounds reasonable, so we all just accept it without question. yes, any cost is cost. but what if the real, actual number is only $0.005? less than a penny per set? math at production-scale can be crazy sometimes
