Sounds like you may have oversprayed a bit, or maybe the tamiya still seeped into a seam despite the topcoat. It doesnt hurt the plastic unless it gets stuck and cant dry quickly. Really topcoating before panel lines is for painted kits. But some still prefer to do topcoat before panel lining anyway. Dont rush yourself and take your time with everything though.
