Aftermarket / unofficial replacement sails can be bought for fairly cheap, and like you said the baseplate is ~$40, the printed panels between 5-10 each, with large flag another 15. If you already have some stuff to work with, it ain't bad.
You could make an affordable replica or replacement for yourself much cheaper than the $400+ pricetag of just replacing the set. The instructions themselves can cost $50 or more.
Honestly I get relatively little joy in owning a $50-$75 minifig, especially when they just gets hidden in a sprawling layout. Most of my expensive ones just sit in a bag so they don't get damaged.
I have sold expensive childhood sets only to go back and buy the few key parts I need or wanted from it.
