The color scheme is on par with Conan and IIRC Mattel was extremely close to securing the rights to the Conan movie franchise. I think it's most likely that these figures were early Conan figures, which Mattel had already invested in,then turned into He-Man after they lost the rights to Conan.
They likley had some test run Conan figures laying around, which they unloaded in this offer as a cheap means of promoting the sales of the rest of the line. This would also explain the offer being through Mattell themselves, not a 3rd party promotion.
