If they've gotta all be repacks, I'd hope a water theme set would have Sharpedo since that's been one of the hardest 4.5" figures to get and still fetches a high price on the secondary market. Likewise, I'd hope a fire theme set would have Incineroar. That fig still goes for at least $40 on ebay.
