But you're right when you say the west cares about it a lot more, becasue from what I understand the only people able to watch and care about LWA are those interested in animation and those that attend specific cons (remember, it started as a little animation project for the studio, nothing fancy. It didn't air on TV, some people don't even know it exists; there are plenty of short animation films made in Japan that only have a few screenings, some in specific places for short periods of time). Fans in the west know more about it because we get most of our anime through websites and torrents.

It took Sushio a year and a half to come up with Ryuuko's final design for KLK. Obviously we didn't know shit about it till they were set on all the designs, voice actors, story points and all that. The anime was announced half a year before it started airing.
