Because then they'd surely expect people to double-dip on the eventual combinable versions of the figures, so releasing non-combinable combaticons seems like a needless waste of time and resources. I like the characters on their own, dont get me wrong, but combining is such an integral part of their squad that omitting it is almost insulting.
