It's much harder to resell something that comes boxed or just in a bag, because of how easy it is to just take them in and out of their box. You can claim that they're mint and never played with much easier than you would taking the figure out of a plastic bubble.
It' bullshit that they don't realize that there's a resale value because of how they're packaged and idiotically naive to claim otherwise. Again, if they truly did not care they'd just do what MGR does.
And you're right that they're as barebones as they can get with bubble/cardboard packaging, and that's another reason as to why they shouldn't even make try. Big waste of money to get something that's so generic, unlike... everyone else.
Even fucking Beasts of the Mesozoic got nice personalized packaging for all their birds. Nice art of what your toy is based on.
Just save on cost, lower it, or increase accessories/articulation/paint by using a cardboard box and baggies.
