What do they do with the mentally ill?
In the US, there wasn't a big homeless problem until somewhere in the 70s and 80s, when it became illegal to hold the mentally ill unless they posed a problem to themselves or others. Even then, they can only be held for a couple of days, which is usually enough for them to calm down.
