-Siege of Mandalore took place 19BBY during the events of ROTS
-Din Djarin was rescued prior to that at some point during the Clone Wars because Sidious had all the droids deactivated after Vader killed the CIS leaders prior to his duel with Obi-Wan
-The group that rescued Din were all sporting Death Watch colors and no Maul Super Commando looks
-The Children of the Watch are also the only group of Mandalorians Din has ever known
I think it's more likely that Pre Vizsla started the group initially as a way to keep Death Watch and the traditions going should he die and they independently broke off from DW like Bo-Katan said they did because they probably viewed even DW as too lax about the traditions. Rook being the Armorer is definitely possible but I don't think she's the founder.
