While Anno designed them originally to be his take on Ultraman, they don't have the same characteristics. Unless there were swarms of Ultra Brothers that came to Earth and wiped everyone out that I don't know about.
These things fire a mouth beam much like Shin has, and the stage 5 morphs coming out of the tail look a lot like God Warriors.
Granted, it doesn't mean a whole lot, other than Anno like to pilfer stuff from his works (and everybody else's as well.).
