>>8484328It's mainly because Lucy is a recolor of Lucio and so she uses all the same parts. The idea is that you're supposed to use the little yellow "bra" piece to give her some cleavage, you slot it into her vest. You can leave if there loose, use some poster-tac, or glue it in place, etc. to give her her boobs. Lucio also included a piece like it in blue, and both also include a clear transparent "bow" you can affix to their hair along the grooves.
You can see the bra piece loose in this picture, but the bow is already attached to the hair.
